Stirling Newberry has written the Presidential speech that should have been given, but that we'll never hear. You can even disagree with some of the things suggested, but at least it's a sign that someone is putting the maximum effort into mitigating the disaster.

There isn't all that much to add to it... except perhaps for the timeline of our actual President's actions affecting emergency management.
